The IPI growth rate compares the latest week's index with the IPI's average over the past year. INDEX REVERSES COURSE IN NINTH WEEK IN DOUBLE-DIGIT INDEX: Following 11 consecutive weeks in decline, the JOC-ECRI industrial price index for the week ending Sept. 4, 2015, sequentially advanced 1.6205 points to 91.1567. The week of Aug. 28, with the index at 89.5362, was the worst since July 31, 2009. The JOC-ECRI IPI negative growth rate for the week ending Sept. 4, 2015, sequentially improved by 3.5459 percentage points to negative 26.4631 percent. The rate is in dollars and based on a full 40-foot containerload, excluding terminal-handling charges in Hong Kong. The Sept. 7, 2015, average spot market rate from Hong Kong to Los Angeles was $1,418 per FEU, $200 or 16.4 percent higher than the 2015 year-to-date low of $1,218 per FEU held for the last three weeks in July. The Sept. 7 average spot rate was $100 or 6.6 percent below the week before, $857 or 37.7 percent less than the same period last year, and $836 or 37.1 percent below the year-to-date high of $2,253 per FEU reached three consecutive weeks in February. The Sept. 7 average spot rate was $989 or 41.1 percent below the 2014 end-of-year spot rate/2014 high of $2,407 per FEU; and $1,463 or 50.8 percent below the Drewry benchmark record high of $2,880 per FEU of Aug. 6, 2012. Rates are expressed in dollar per kilogram and include three components: the base rate, the fuel surcharge and the security surcharge. They exclude door delivery costs. The July 2015 Drewry East-West Air Freight Price Index was 90.3 points, 2 points above June's record low 88.3-point level, 12.2 points below July 2014, and 30.5 points below the 120.8 November 2014 record high index. Drewry calculated the average air freight rate in July was $2.93 per kilogram, 6 cents above June, but 40 cents below July 2014, while crossing the $3.00 barrier for the third month in a row.
