The 40-acre Greer facility cost nearly $60 million to construct, of which the state paid about $51 million and Norfolk South- ern Railway paid approximately $7 million. Newsome said he estimates the new facil- ity, to be built in cooperation with NS's East Coast competitor CSX Transportation, will be about half the size and half the cost. "I don't think, however, that it is going to be as big a facility as Greer. Greer was unique in terms of its size," he said. "I think it's a $30 (million) or $35 million facility." The site the port authority has in mind is on a 2,500-acre industrial park between Dillon and the nearby town of Latta. The site offers access to an existing CSX mainline, which opens a different intermodal market- place from Inland Port Greer and provides access to southeastern markets as well as the Midwest, Newsome said. Proximity to Interstate 95, a critical transportation artery in the Southeast, is also an attractive asset for the location, he said. Although there are no commitments, and the site doesn't have a major anchor like Greer had from the outset with BMW, New- some said he's confident there is a strong cargo base in the area. "There are about five or 10 clients that we believe could use such a facility almost immediately," he said. Hamburg Port Consultants is studying the Dillon facility's design and footprint, costs a nd construction timeline. The state port authority also is pursuing fed- eral infrastructure funding through the Transportation Investment Generating Economic Recovery, or TIGER, grant pro- gram to supplement the capital investment required for the project. "While our discussions are preliminary, the success of Inland Port Greer demon- strates the market demand," Newsome said in a statement, later adding in an inter- view with the JOC, "I think it does, or we wouldn't be considering it."
