The IPI growth rate compares the latest week's index with the IPI's average over the past year. The JOC-ECRI Industrial Price Index for the week ending Oct. 28, 2016, was 94.0030 points, a 0.8208 point sequential decline in its 69th week in double-digit index. Although this level dipped 1.6173 point below the Sept. 30, 2016, year-to-date high of 95.6203, it is 15.5755 points above the 2016 low of 78.4275 for the week ending Jan. 22, which was the worst weekly index since the week ending May 29, 2009, at 78.2920. The rate is in dollars and based on a full 40-foot containerload, excluding terminal-handling charges in Hong Kong. JUMPS $200 TO 2016 YEAR-TO-DATE HIGH: Approaching off-peak season, the Oct. 31, 2016, average spot market rate from Hong Kong to Los Angeles sequentially spiked $200 or 10.9 percent to the year-to-date high of $2,043 per FEU, catapulting $825 or 67.7 percent year-over-year. $838 BELOW BENCHMARK HIGH: In context, while the Oct. 31, 2016, average spot rate spiked $1,419 above the record low $623 per FEU of six months ago, the current level is $838 or 29.1 percent below the Drewry benchmark high of $2,880 per FEU of Aug. 6, 2012. Rates are expressed in dollar per kilogram and include three components: the base rate, the fuel surcharge and the security surcharge. They exclude door delivery costs. BEST MONTHLY INDEX SINCE NOVEMBER 2015: The September 2016 Drewry East-West Air Freight Price Index was 91.9 points, sequentially jumping 4.5 points, although tumbling 5.3 points year-over-year. The September 2016 average air freight rate of $2.98 per kilogram was the highest since November 2015, up 14.5 cents above August, although down 17.1 cents year-over-year.
