16 THE JOURNAL OF COMMERCE www.joc.com APRIL 2017 an inducement basis, with no fi xed liner schedule. In the fi scal year ending March 2016, Mumbai had the most breakbulk vessel calls of any Indian port, with 656, up from 608 the previous year. Kandla was next with 454, up from 371, followed by Chennai with 382, down from 426 in fi scal 2014-2015. India's major public ports together handled 28.11 million metric tons of breakbulk cargo in the last fi scal year, a 6.3 percent increase from the previous year. Ca rgo oppor tunities a nd a weak global market for container ships have encouraged container lines to compete for oversize and out-of-gauge shipments to India, in addition to using containers where possible for project shipments. Zim Integrated Shipping Ser vices recently set up a strategic partnership with Allcargo Logistics to provide inland logistics services for all types of cargo, including oversize loads. Singapore's Pacific International Lines is another new entrant into India's logistics segment through cooperation with domestic part- ner Apollo LogiSolutions. Transportation of heavy, over-dimen- sional loads is a struggle in a country plagued with chronic supply chain bottle- necks. The location of most major Indian ports near busy population centers compli- cates movement of these cargoes by road. The government has been working to address the bottlenecks. In its 2012-2017 fi ve-year plan, it allocated about 20 per- cent of the plan's outlay to infrastructure. But there's a long way to go. Much already has been done to remove supply chain ineffi ciencies — for example, better use of online services for port and customs processes — but port and inland delays remain challenging. "There are perennial congestion issues at ports, as a result of which project cargo is given less priority," Anand said. Although customs procedures have been simplified and automated, project shippers are still exposed to lengthy delays DEPENDABLE DEPENDABLE PERFORMANCE PERFORMANCE EVERY SHIPMENT EVERY SHIPMENT EXPRESS SERVICE FOR OVERSIZE CARGO Features: • Lump sum, all inclusive rates • Weekly frequency & expedient transit times • Port to Port / Door to Port / Door to Door service • Attentive, responsive, and respectful Contact us today for your oversize shipment needs!
